Capital projects typically receive separate and distinct funding from the NYC Council, NYC Borough President, and the NYC Mayor. Other sources of funding can include, but is not limited to, construction grants (public and private) and NYS elected officials. With all funding in place, Total Funding pays for services rendered by architects, engineers, and inter-agency project managers – collectively referred to as soft costs, as well as payment for hard costs such as labor and material for construction, furniture, technology, and library material.

The foundation upon which all subsequent phases are built, Pre_Design is devoted to the gathering, filtering, and unifying of project information. Criteria and benchmarks pertaining to funding, aesthetics, functionality, design objectives, spatial requirements, special equipment and systems, technology, flexibility, and expandability are combined to create a written program – the document used to efficiently and effectively initiate a capital project.

Refinement of schematic design continues as detailed analysis of the proposed architectural, structural, mechanical, and electrical systems design is conducted. Materials and related elements such as furniture and accessories advance towards finalization as does research pertaining to code compliance.

The procedure that ultimately results in appointing the organization(s) that will provide the material, equipment, and services needed to construct and outfit the project. The procurement process typically includes the following stages; product and / or service identification, supplier / vendor solicitation (including bidding), supplier / vendor evaluation, and supplier / vendor contracting. Procuring the material, equipment and services for a capital project typically requires approval by the NYC Office of Management and Budget and registration with the NYC Comptroller.

The processes by which specialized suppliers and vendors through coordinated effort create or renovate a facility. The scope of construction varies from project to project and can range from targeted enhancements such as replacing a roof system or modernizing the heating and air-conditioning equipment, to renovating an interior, to creating a new building.

An event generally understood to be a point in time when work performed by the contractor is sufficiently complete where the premises can be used or occupied for its intended purpose even though minor items remain to be completed. Substantial Completion occurs prior to Fit-out.

Fit Out
The effort to deliver a capital project to the public continues after construction is completed. Placing a capital project into service requires commitment and attention to detail. Outfitting activity includes but is not limited to the installation of furniture, the placement of library material, the activation of computers and related technology, testing and cleaning. Fit-out occurs prior to Place into Service.

The point in time, in terms of the seasonal year, when the facility is expected to open to the public. Using the 2024 calendar year as an example, the seasonal years are; Spring: 3/19/24 - 6/19/24, Summer: 6/20/24 - 9/21/24, Autumn: 9/22/24 - 12/20/24, and Winter: 12/21/24 - 3/19/25.
