Employment Counselor

** This is a temporary grant-funded position through 6/30/2021. **


DUTIES AND RESPONSIBILITIES:

The Employment Counselor, under the Library’s WIOA grants, works directly with Adult Learning participants to ensure that participants with workforce goals develop individual career plans, including identifying of long-term career goal(s), key steps and timeline towards meeting established goal and understand immediate next step on a career pathway. Through individual and small group counseling as well as instructional and social services alignment, the Employment Counselor ensures that students are making progress towards their educational and career goals. Establishes and maintains an extensive network of internal and external partners to refer participants ready for primary next step or further key steps in their career. Tracks and monitors progress of referrals and regularly follows up with participants and graduates to assess outcomes including credential attainment, job attainment and wages.

  • Using materials and techniques developed for college and career coaching, assists participants in identifying long-term career goal(s), including the creation of a career development plan and timeline, which includes key steps and immediate next step.
  • Delivers comprehensive career pathways services, including planning, organizing and executing career awareness, career exploration and career goal setting through individual and small group counseling as well as workshops for larger audiences.
  • Facilitates career explorations and assessments using internal and external tools.
  • Ensures that all participants have the digital literacy skills to succeed in education and careers.
  • Conducts digital literacy assessments using internal and external tools.
  • Conducts basic technology training classes using established curricula.
  • Registers participants into intermediate and advanced technology training classes.
  • Coordinates with internal and external partners to register participants into relevant services.
  • Ensures that all participants register with Workforce1 and NYSDOL JobZone.
  • Tracks participant progress through career development plan and facilitates targeted and necessary interventions.
  • Working collaboratively with Adult Learning divisions and the Library’s outreach department, establishes and maintains an extensive network of internal and external partners to refer participants ready for primary next step or further key steps in their career.
  • Makes and tracks referrals to internal and external partners to ensure participants receive additional services to advance progress in their career development plan.
  • Plans and coordinates career pathways events, including college, business and industry visits, guest speakers or on-site workshops from partner organizations.
  • Participates in outreach and recruitment activities, including program info sessions, to ensure that enrollment targets are met.
  • Leads career portion of program intake.
  • Coordinates support and referrals with program/site staff.
  • Holds regular conferences with participants to further assess progress in individual career development plan.
  • Participates in regular meetings with program/site staff to do holistic assessments of individual participants progress in instruction, case management and career pathways.
  • Documents and tracks all interactions with participants according to timeline set by supervisor and/or funding specifications.
  • Follows up with customers on a regular basis to assess progress on goals and records customer outcomes in appropriate systems.
  • Maintains program statistical data as required by funding requirements and program standards.
  • Manages the collection and distribution of program outcomes statistical data for reporting purposes, including adherence to program standards and government contract reporting.
  • Performs other duties as required.

The schedule for this position will include Saturdays and evenings as required.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Workforce Development, Human Resources, Social Work, Psychology, Sociology, Human Services or a related field is required.
  • At least 1 year of workforce development, career counseling or educational experience is required.
  • Familiarity with NYC workforce development and educational agencies is highly desirable.
  • Experience with job training, industry-recognized credentials and postsecondary education options.
  • Experience working with adults and families or social service agencies.
  • Must be able to work with a diverse population. 
  • Must be proficient with Microsoft Office and databases such as MS Access, ASIST, etc.
  • Must be able to effectively multitask and maintain a high level of customer service skills.
