Assistant Director of Procurement

DUTIES AND RESPONSIBILITIES:

The Assistant Director of Procurement is responsible for a broad range of procurement functions including but not limited to planning, developing and managing bids and RFP’s, tracking procurement milestones, monitoring agreements and ensuring that inventory is accurately recorded. Consults with, and advises internal stakeholders on procurement methods and strategies. Makes recommendations to the Director and assists with the development and implementation of policies and procedures. Assists the Director in managing the Library’s Competitive Sealed Bids, Competitive Sealed Proposals, and other procurement methods, as appropriate, for the acquisition of goods, services, and construction in a professional manner and successfully meets the Library’s business needs. Provides guidance to Purchasing and Queens Library staff regarding the preparation of procurement documents and the evaluation of bids and proposals. Assists with procurement planning and contract administration. Prepares contract determinations and responses to vendor protests and inquiries. Creates bidders lists and evaluates potential contractors for award. Works collaboratively with the Director and the Legal Department to ensure that procurement practices adhere to Library Policies and contracts comply with applicable Federal, State, City, and Library rules, directives, and mandates based on their funding streams. Directly supervises Purchasing staff.  Assigns work and ensures that work is completed in a timely and efficient manner.  Assists with overseeing replenishment of stock items so that no shortages occur. 

QUALIFICATIONS:

Bachelor’s degree required. A minimum of five years of procurement experience utilizing various methods of source selection including 2 years of supervisory/staff management experience required. The ideal candidate will have demonstrated ability to build and maintain strong relationships and partnerships across all departments within the Library.   The ability to quickly grasp business direction, customer requirements and supply chain management strategies and project management experience required. Formal procurement training or certification preferred.
