Assistant Director of Procurement Management

DUTIES AND RESPONSIBILITIES:

Responsible for fulfilling the purchasing requirements of the Queens Borough Public Library, which include managing and overseeing procurement actions, such as planning, developing, advertising, posting and managing invitation for bids, requests for proposals and property relinquishment.  Tracks procurement milestones.  Manages contracts and assists in developing Library Board agenda items.  Consults with, and advises internal stakeholders on procurement methods and strategies, including the use of government contracts. Assists the Director in managing and supervising analysts and professional staff. Develops and implements analytics, policy and procurement planning strategies.

  • Assists the Director in managing and overseeing the Library’s procurement actions.  
  • Manages the workflow and processing of invitation for bids, requests for proposals and other procurement methods, as appropriate, for the acquisition of goods, services, information technology and construction services in a professional manner to successfully meet the Library’s business needs.
  • Provides guidance to Library staff regarding the preparation of procurement documents and the evaluation of bids and proposals. 
  • Manages and coordinates procurement status reporting to the Director, other internal staff and the program areas.
  • Assists with procurement planning and contract administration.
  • Prepares contract determinations and responses to vendor protests and inquiries.
  • Creates and maintains bidders’ lists and evaluate potential contractors for award. 
  • Reviews and approves requisitions and purchase orders.
  • Assists the Director in managing and supervising Purchasing Department staff. 
  • Assigns work to and coordinates the efforts of Purchasing Department staff. Ensures that work is completed in a timely and efficient manner.  Provides feedback on performance.
  • Works collaboratively with the Director and the Legal Department to ensure that procurement practices adhere to Library policies and comply with applicable Federal, State, and City laws, rules, directives and mandates.
  • Assists in the management and record keeping of any City and State requirements including but not limited to Local Law 34 and applicable M/WBE requirements.
  • Assists in the development, implementation and maintenance of the Library’s procurement and contract management system.
  • Other responsibilities include managing property relinquishments and assisting the Library in determining the responsiveness of bids and proposals, and vendor responsibility.
  • Perform other duties as required.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree required.
  • A minimum of five years of procurement experience utilizing various methods of source selection including 2 years of supervisory/staff management experience required.
  • Experience with purchasing systems required. Experience with SAP preferred.
  • Demonstrated understanding of State and Local government purchasing practices a plus.
  • Ability to quickly grasp customer requirements and supply chain management strategies required. Proven project management experience required.
  • Formal procurement training or certification preferred.
